RULES Racing will be governed by the rules as defined in the Racing Rules of Sailing 2009-2012. The following Rules will be changed: Rule 35: Time Limit, 44.1 & 44.2~ Two Turns Penalty, 62.1(a): Redress, & Appendix A: scoring. Changes will appear in full in the Sailing Instructions which may also change other Racing Rules. 2. ADVERTISING Advertising on boats is not permitted beyond that allowed in ISAF Regulation 20.9 3. ELIGIBILITY & ENTRY Races are open to Shields Class boats. Skippers must be members in good standing of Shields Fleet 9 and the Shields Class National Association. Boats shall carry liability insurance in the amount of at least $300,000 as a condition of entering any race. A copy of the insurance certificate shall be submitted with the entry form. Boats that have not completed registration with Fleet 9 including paid entry fees for the current Wednesday Night and Weekend Series will not be scored and shall not compete until doing so. 4. ENTRY FEE :$30; payable as part of the Wednesday evening series registration. 5. SCHEDULE Note: discussion took place at the Fleet 9 pre-season meeting on possible day and time changes to increase Aloha Cup participation. If altered, Notice of Date +/or Time changes will be posted no less than 7 days prior to any race being re-scheduled. Please check accordingly
6. MEASUREMENT CERTIFICATE in lieu of providing a Class Measurement certificate, the owner/skipper of each entered shall affirm that boat conforms to the Shields Class Rules. 7. SAILING INSTRUCTIONS will be available from the Fleet Captain and at Ida Lewis Yacht Club and/or on the Fleet 9 website prior to the first race. 8. COURSES will be chosen from the 2009-2012 South Bay chart published by SAIL NEWPORT except that if Flag O is flown on the Committee Boat before or with the warning signal, the marks of the course, the side on which they are to be left and the rounding order will be displayed on the Committee Boat. 9. SCORING Scoring shall be in accordance with Appendix A: Low Point System except that at least two boats must start in order for a race to be scored. A boat that does not come to the starting line (DNC) shall be scored THREE points more than the number of boats that started in that race. Requests to be scored RAF shall be submitted to the Race Committee no later than 48 hours after the race has finished in order to be applied unless the Protest Committee has already reached a decision. RAF requests received after that time will be honored but shall not be discarded from that series score. (DNE) requests to be scored RAF not submitted promptly shall be faxed to ILYC at 401 846 8234. Redress points: points for redress will be based on the total of all races sailed in a series and before throw-outs are considered. See RRS A10 (a). Within 48 hours of submitting a protest, either party will have the opportunity of accepting a 40% penalty in lieu of attending the protest hearing. Such action must be reported to 401 846 3388 or by e-mail to drshoe@verizon.net Shields Aloha Cup (Combined Series) if ten races are completed in the series, then each boat may discard her worst score; if 11 races, her worst 2 scores; if 12 races, her worst 3 scores. Sean Cassedy Memorial Trophy (Spring Series) If 6 races are completed, a boat may discard her worst score Kendall Trophy (Fall Series) If 6 races are completed, a boat may discard her worst score. The above scoring arrangement alters A2 10. RADIO COMMUNICATIONS Except in an emergency, boats shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. The Race Committee will endeavor to broadcast an announcement on Ch 72 VHF approximately one hour prior to the Warning Signal regarding the status of racing. The Race Committee may broadcast information regarding the status of the starting line on Ch. 72 VHF. Failure to make any of the above Race Committee announcements is not grounds for seeking redress. 11. PRIZES. Prizes will be awarded for 1st, 2nd and 3rd places. 12. DISCLAIMER OF LIABILITY. Competitors participating in these series of races do so entirely at their own risk. See Rule 4. Decision to Race. The organizing authorities will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after racing. 13. NEWPORT AREA CAUTION. Competitors are reminded that Narragansett Bay is a restricted channel and sailing vessels do not have right of way over any vessel that may be restricted in her ability to maneuver. Competitors are also reminded of the restriction zone on the west side of the Navy Base and War College. Ver. 2010/05/22 cam3ILYC SHIELDS ALOHA SERIES – 2010 SAILING INSTRUCTIONS 2010 Sailing Instructions 1 RULES 1.1 Racing will be governed by the rules as defined in the Racing Rules of Sailing. 1.2 The following Rules will be changed: RRS 35: Time Limit, 44.1 & 44.2 : Two Turns Penalty, 62.1(a) – Redress, & Appendix A: Scoring. 1.3 Spinnakers shall not be used during this series. 2 ENTRIES Competitors may enter by completing a 2010 Shields Fleet 9 on-line registration form no later than Noon, May 5, 2010 (a LATE FEE of $50 will incur & be enforced on any form received thereafter) with credit card payment including current Wednesday Night and Weekend Series entry fees at www.shieldsfleet9.com/reg09/reg_new.php or via U.S. Mail to: Shields Fleet 9, PO Box 1221, Newport, RI 02840 (Checks Payable to SHIELDS FLEET 9). Boats which have not completed registration with Shields Fleet 9 and the Class National Association and fully paid all applicable fees will not be scored and shall not compete. 3 NOTICES TO COMPETITORS 3.1 Notices to competitors will be posted on the Shields Notice Board at Ida Lewis Yacht Club. 3.2 Changes to the Sailing Instructions will be posted before 12:00 on the day on which they will take effect. Copies will be available at Ida Lewis YC and from the Committee Boat. If an amendment is made within 24 hours of a race it will effect, those changes will also be broadcast race day on Ch 72 VHF at midday and again when the course for the initial race is displayed. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the yardarm of the Ida Lewis YC Flagpole and at CHNYC. 4.2 When flag AP is displayed ashore, '1 minute' is replaced with “not less than 45 minutes” in Race Signals AP. 5 SCHEDULE OF RACES & CLASS FLAG 5.1 Dates and / or warning signal times shown on the schedule of races below may change in effort to increase participation in the Aloha Series. Notice of changes (if any) will be posted on-line at www.shieldsfleet9.com and / or the Shields Notice Board at Ida Lewis Yacht Club no less than 7 days prior to any race being re-scheduled. 5.2 Starting rendezvous area is in the vicinity of Rose Island. The Race Committee may broadcast a change in Rendezvous vicinity on Ch. 72 VHF approximately one hour prior to the Warning Signal. 5.3 The Aloha Cup Trophy Series is raced in 2 parts 5.3.1 Spring Aloha Series ~ SEAN CASSEDY MEMORIAL TROPHY 5.3.2 Fall Aloha Series ~ KENDALL TROPHY 5.4 Number of Races - No more than 3 Non-Spinnaker Races shall be sailed on any date. 5.5 CLASS FLAG - The class flag will be the Shields insignia on a white flag 6 RACING AREAS - see SI 5.2 for Rendezvous location. 7 COURSES & MARKS 7.1 The Course to be sailed will be designated on a board on the Committee Boat. 7.2 Courses will be chosen from the 2009-2012 Sail Newport South Bay Chart. 7.2.1 FIXED COURSES: will be chosen from those listed on the 2009-2012 South Bay Chart. 7.2.2 SPECIAL COURSES: indicated by the display of Flag “O” at the display of the course board – marks chosen will be from those listed on the 2009-2012 South Bay Chart. 7.2.3 GATES: 8 AREAS THAT ARE OBSTRUCTIONS 8.1 A security zone extends along the west shore of the Navy Base from the breakwater to the War College and is marked by a series of white buoys. Boats shall not sail to the east of the line between any two of these white buoys. 8.2 Boats shall not sail inside any of the rocks known as 'The Dumplings' 9 THE START 9.1 Races will be started by using RRS 26 with the warning signal given 5 minutes before the starting signal. 9.2 The starting line will be between the staff flying an orange flag on the Committee Boat and the port end starting mark. 9.3 A boat starting more than 15 minutes after her starting signal will be scored Did Not Start. This changes Rule A-4. 9.4 If any part of a boat’s hull, crew or equipment is on the course side of the starting line during the last minute before her starting signal and she is identified, the race committee may attempt to broadcast her sail number on Channel 72 VHF. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes RRS 62.1(a) 10 CHANGE OF THE NEXT LEG OF THE COURSE - Add to Rule 33 - the race committee will attempt to make a back up announcement on Ch 72 VHF. 11 THE FINISH 11.1 Unless the course is shortened, the finish line will be between a staff flying the blue flag on a committee boat and the nearby race or Government mark. 11.2 The race committee will attempt to make the last leg of the course a beat to windward but failure to do so will not be grounds for a request for redress. 12 TIME LIMIT - The time limit for each boat will be 90 minutes or 15 minutes before sunset, whichever is earlier. This alters RRS 35. 13 PROTESTS, REQUESTS FOR REDRESS & PENALTIES 13.1 Protest forms are available at the ILYC Dock Office. 13.2 In addition to the requirements of RRS 61.1, the intent to protest shall be reported to, and acknowledged by the finish line committee boat immediately after finishing – this may be done on Ch. 72 VHF. 13.3 At the conclusion of racing, if any intent to protest has been received, the committee boat will broadcast the sail numbers of boats involved in such protests on Ch. 72 VHF. Failure to do so is not grounds for seeking redress nor does it exempt any boat from its protest obligations. 13.4 The time limit for submitting a protest is 75 minutes after the race committee boat docks at ILYC. Protests may also be submitted by fax to (401) 846-8234. 13.5 Within 48 hours of submitting a protest, either party will have the opportunity of accepting a 40% penalty in lieu of attending the protest hearing. Such action must be reported to (401) 846-3388 or by e-mail to drshoe@verizon.net 13.6 Protests will be heard at Ida Lewis Yacht Club starting immediately after racing the following week. 13.7 A list of protests received and of boats which reported performing penalty turns will be placed on the Shields Notice Board at ILYC. 13.8 If one of the parties to a protest fails to show for the hearing and the protest is deemed to be valid, the Protest Committee will proceed to hear the protest. 13.9 After starting, a boat that may have broken a rule of Part 2 while racing may take a penalty by taking one full turn including one tack and one gybe that, in all other respects, complies with RRS 44.1 & 44.2 however, if a boat breaks a rule of Part 2 from the Preparatory signal until the boat is completely on the course side of the starting line after starting, or when she is within the three length zone of any rounding mark, her penalty shall then be a Two-Turns penalty in compliance with RRS 44.2 . This modifies RRS 44.1 & 44.2. 14 SCORING 14.1 Appendix A :Low point system will be used except that: 14.1.1 At least two boats must start in order for a race to be scored; 14.1.2 A boat that does not come to the starting line shall be scored DNC and receive THREE (3) points more than the number of boats that started in that race; 14.1.3 Unless submitted to the Race Committee promptly after racing, requests to be scored 'RAF' may be faxed to ILYC at (401) 846-8234. 14.1.4 Requests to be scored “RAF” shall be submitted to the Race Committee no later than 48 hours after the race has finished in order to be applied unless the Protest Committee has already reached a decision. “RAF” requests received after that time will be honored but shall not be discarded from that series score. 14.1.5 Redress points: will be based on the total of all races sailed in a series and before throwouts are considered. See RRS A-10(a). 14.2 Shields Aloha Cup Trophy (Aloha Combined Series) if ten races are completed in the series, then each boat may discard her worst score; if 11 races, her worst 2 scores; if 12 races, her worst 3 scores. 14.3 Sean Cassedy Memorial Trophy – (Aloha Spring Series) If 6 races are completed, a boat may discard her worst score. 14.4 Kendall Trophy – (Aloha Fall Series) If 6 races are completed, a boat may discard her worst score. 14.5 SI-14.2, 14.3, & 14.4 scoring arrangements alter RRS A-2. 15 SAFETY REGULATIONS 15.1 A boat that retires shall notify the Race Committee as soon as possible. 15.2 Boats are reminded that Narragansett Bay is a restricted channel and that sailing vessels do not have right-of-way over a vessel under power which may be restricted in her ability to maneuver. 15.3 Boats that infringe the Preamble to RRS Part 2 and are witnessed by or reported to the Race Committee are subject to protest by the Race Committee. If the protest is upheld, the boat shall be disqualified from the race and scored DNE. In addition she shall not sail in the next two scheduled races of the Wednesday Series. 16 RADIO COMMUNICATIONS 16.1 Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile phones. 16.2 Competitors shall monitor Ch 72 VHF while racing for Race Committee communications. 17 DISCLAIMER OF LIABILITY 17.1 Competitors participate in the races entirely at their own risk. See Rule 4.Decision to race. 17.2 The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the races. 18 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of $300,000 per event or the equivalent.19 GOVERNMENT MARKS 20 SPECIAL INSTRUCTIONS 20.1 Boats shall not sail between Rose Island and the Newport Bridge. 20.2 Except for course T4, when sailing under the Newport Bridge, boats shall sail through one of the three center spans of the bridge. |
